Terms & Conditions

Enrollment and Product Options:

Valley Clean Energy (VCE) is the default electric generation service provider for residents and businesses in the cities of Woodland and Davis and the unincorporated areas of Yolo County. Accounts in these areas automatically receive VCE’s standard electric option (42% renewable and 75% carbon free), unless an account holder chooses to enroll in VCE’s UltraGreen option (100% renewable energy), or opt-out or VCE to remain with PG&E bundled service.

Rates & Financial Assistance Programs:

VCE electric generation rates are managed to provide cleaner power at rates that are competitive with PG&E’s rates, inclusive of exit fees imposed by the utility. Please contact PG&E for more information about these charges. Changes to VCE rates are adopted at duly noticed public meetings of the VCE Board of Directors. Please call toll free 1 (855) 699-VCEA (8232) for more information. Financial assistance programs including California Alternate Rates for Energy (CARE), Family Electric Rate Assistance and Medical Baseline Allowance remain the same with VCE.

Billing:

VCE customers will continue to receive a single monthly bill from PG&E for all electricity-related charges, including VCE electric generation charges. PG&E forwards payments for VCE generation to VCE. PG&E will continue to charge all customers for PG&E’s transmission, distribution, public goods programs and other non-generation charges at the same rates it charges customers who do not receive VCE service. PG&E will also charge VCE customers a Power Charge Indifference Adjustment (PCIA) and Franchise Fee Surcharge in order to ensure that customers who switch to Valley Clean Energy pay for energy that was acquired by PG&E to serve them prior to their switch. VCE has already accounted for these additional charges in calculating rates to ensure VCE’s rates remain competitive with PG&E.

Opt Out:

Customers can opt out of VCE service at any time by calling 1 (855) 699-VCEA (8232) or visiting our Opt Out page. You will need your PG&E account information to complete the opt-out process.

There is no fee to opt out before enrollment. Modest fees of $5/residential and $25/commercial account apply thereafter. Customers who opt out of VCE service more than 60 days after VCE service starts will not be able to return to VCE for one year and will be subject to PG&E’s terms and conditions of service. VCE termination fees are not charged if electric service is completely discontinued (e.g. a customer moves). Opt-out requests received at least 5 business days prior to a customer’s meter read date will be processed for that meter read date; all other opt-out requests will be processed on the subsequent meter read date. Customers who opt out are charged for all VCE electricity used before transferring electric service to PG&E.

Failure To Pay:

VCE may transfer delinquent accounts to PG&E upon 14 calendar days’ written notice. Delinquent accounts will be required to pay the termination fee described above, and may be subject to collections.
