The Yolo Energy Partnership (YEP) is a county-led initiative developed to help residents in unincorporated Yolo County reduce utility bills and create healthier, more comfortable homes.
Through YEP, eligible residents can get:
- A free Home Energy Score assessment with recommendations on how to save
- A free weatherization kit with LED bulbs, weatherstripping, and more
- Guidance on electrification rebates and home repair assistance through VCE’s Electric Advisor Program
Who Can Apply?
Homeowners & renters interested in home energy efficiency and electrification are encouraged to apply. Eligibility varies by program:
- Home Energy Score (HES) Pilot Program: Open to homeowners in Unincorporated Yolo County or the cities of Woodland, Winters, or West Sacramento.
- City of Davis residents should apply through the City of Davis program at https://www.cooldavis.org/cool-solutions/home-energy-score/.
- Weatherization Kit Program: Open to residents in unincorporated Yolo County.
- Electric Advisors: Open to all Valley Clean Energy (VCE) customers.
- Owner-Occupied Housing Rehabilitation (OOHR) Program: Open to residents in unincorporated Yolo County.
For the Home Energy Score Pilot Program and Weatherization Program, priority will be given to low-income households, farmworkers, seniors (65+), households with children, and individuals with disabilities. Additional eligibility criteria is below.

Electric Advisor Service
VCE’s Electric Advisor service helps take the guesswork out of going electric. This 100% free service connects VCE customers with trained advisors who can answer your questions about electrifying your home, give recommendations for upgrading your appliances, and help you access rebates and incentives.

Home Energy Score (HES) Pilot Program
The Home Energy Score (HES) Pilot Program helps unincorporated Yolo County residents increase energy efficiency, reduce costs, and support community-wide environmental sustainability.
Receive a free home energy assessment with recommendations for cost-effective energy improvements.
Weatherization Program
Lower your energy bills and increase your home’s comfort with a free weatherization kit. The kit comes with freebies like weatherstripping, LED bulbs, and insulation tape—so you can DIY your way to increased energy efficiency and maximized savings starting right now.
Owner Occupied Housing Rehab (OOHR) Program
Get financial assistance—up to $100,000 in a deferred, low-interest loan—to upgrade your home energy systems and complete other major home improvements. Other eligible uses for funds include:
- Resolving existing violations
- Correcting health and safety hazards within the home
- Improving accessibility features of your home

For the Electric Advisors service, you must be a VCE customer. For Weatherization and OOHR programs, participants must be residents of unincorporated Yolo County. For the HES program, participants must be a Yolo County resident.

FAQs
How do I know if I live in unincorporated Yolo County?
The unincorporated area included the communities of Clarksburg, Dunnigan, Esparto, Guinda, Knights Landing, Madison, Monument Hills, Yolo, and Zamora.
If your home is outside city limits (not within Davis, Woodland, West Sacramento, or Winters) and within rural Yolo County, you likely live in the unincorporated area. If you’re unsure, use the County’s GIS viewer to see if your home is located outside of a City boundary, or email sustainability@yolocounty.gov for verification.
Are the programs really free?
Yes! VCE’s Electric Advisor service is 100% free for Valley Clean Energy (VCE) customers. The Weatherization Program and Home Energy Score (HES) assessment are free for eligible residents, while supplies last.
The Owner Occupied Housing Rehab (OOHR) Program is free to apply and offers a deferred loan at a 2% interest rate with zero upfront costs, while funding lasts. Repayment is deferred until the home is refinanced or sold.
Can I apply for more than one program?
Yes – you can participate in any combination of the programs for which you are eligible.
